By vulnerable children, we mean children and young people who are disabled or have mental health or other additional needs (including those arising from poverty or family circumstances) to the extent that they are likely to be excluded from rights and privileges that are generally take for granted, eg in care and healthcare, play, education, training and employment, social and leisure activities.
